Client's Problem

The Tribunal Administratif du Québec (TAQ) is the court that solves disputes regarding administrative decisions made by certain authorities in Quebec's public administration.

As part of the overall redesign project for its decision processing and dissemination system, the TAQ wanted to have a system with an Internet infrastructure using today's advanced technology, which could handle the long-term addition of a large number of documents. The system had to offer the same functionality as the existing system, and respect the work methods of TAQ employees as well as the decision life cycle.

Solution Proposed

Irosoft recommended an intranet that would offer TAQ employees in Quebec City and Montreal quick, secure access to the decisions via an interface used to update metadata and search for and view decisions. The intranet manages several levels of user access so as to respect the role of each employee at the TAQ.

The decisions drafted in Word using a complex template are then converted and stored along with their metadata in the TeraText native XML database.

Thus, with TeraText, the intranet offers very advanced search features on all metadata fields and search abilities for the full text or just part of a decision.

The search interface is used to build, organize and save complex queries.

The consultation interface is used to display documents in HTML, Word or PDF format, organize documents into folders and print part or all of a given document.

The metadata update interface is used to modify the metadata for a given decision, to trace a statute and updates regarding the decision, to view the decision in Word or PDF format and to display the complete metatdata form or each single metadatum on a full page to make entry easier.

Results

• The new intranet for processing and disseminating decisions is modern and open-ended. Millions of documents can be added to the TeraText XML database.
• The work process for TAQ employees has been respected. As well, the new system and related changes were implemented seamlessly without employees noticing the transition or disturbing their day-to-day work.
• The additional functions and metatdata that TAQ wanted were also added.
